What Breaks, and Who Could Fix It
The accelerator, suppressor and leveller package is proprietary, closely guarded, and the difference between a filled via and a void.

Bath chemistry is well documented in the literature, and the base salts are commodity chemicals.
Bath chemistry drifts continuously in operation and needs constant analysis and replenishment. It is a managed service as much as a product.
Bath analysis and replenishment services are a legitimate local business requiring analytical capability rather than formulation IP.
Front-end damascene plating is a different specification from lead finish plating, and conflating them is a common and expensive mistake.
