What Breaks, and Who Could Fix It
One supplier dominates semiconductor PVD to an unusual degree. The barrier and seed layers it deposits are what make copper interconnect possible at all.
Target manufacture is high-purity melting, forming and bonding: demanding metallurgy, but metallurgy rather than semiconductor process.
Best and worst case
Physical vapour deposition is conceptually the simplest deposition method and has the widest supplier base of the deposition family.
Sputtering targets are consumed continuously and are a high-purity metals supply question rather than an equipment one.
Sputtering targets are the genuine opportunity here, and India has a non-ferrous metals refining industry to build from.
Purity requirements of five nines and above, plus grain-structure control, put this beyond a general metals shop.

- What it would plausibly cost an Indian MSME to enter this input at the smallest viable scale, in crore rupees. Plant and equipment only; it excludes working capital and the qualification cycle.
- Time to qualify
- How long from a working sample to a qualified first shipment, once the line exists. Qualification, not construction, is what usually decides whether an entry succeeds.

- Our verdict on whether an Indian founder can realistically enter this input, derived from the four figures above and stated as one of three tiers.
